  4. Competitive Options — a provider of broadband Internet access service may not deprive any of its users of the user’s entitlement to competition among network providers, application providers, service providers, and content providers. Disclosure: OACYS does not deprive users of competition among network providers, application providers, service providers, and content providers.
  5. Nondiscrimination — a provider of broadband Internet access service must treat lawful content, applications, and services in a nondiscriminatory manner. Disclosure: OACYS treats lawful content, applications, and services in a nondiscriminatory manner.
  6. Transparency — a provider of broadband Internet access service must disclose such information concerning network management and other practices as is reasonably required for users and content, application, and service providers to enjoy the protections specified in this part. Disclosure: OACYS hosted email is automatically scanned for harmful viruses to provide network security. OACYS network congestion management sets reasonable guidelines for bandwidth usage based on a rolling 30-day usage history. Speeds and usage guidelines associated with each plan type are explained to all new subscribers, and are displayed on our website under “Internet Plans: Plans and Pricing.” Users keeping bandwidth usage below the guideline for their plan will be prioritized ahead of those exceeding their guideline to prevent network congestion from affecting the former users. A user exceeding the usage guideline by 200% or more will have their speed reduced by 50%. No fees are charged for usage exceeding guidelines.
  7. Complaint Procedures — OACYS is happy to discuss any complaints our subscribers may have. They may be submitted via email, by telephone or in person. Contact information is on our website under “Company: Contact Us.” The FCC has also established procedures for submitting complaints to them, as defined in the document “Preserving the Open Internet” (linked here) on pages 31-32.
